What: Commissioned by the Supplementary Benefits Commission, the OPCS conducted a survey in 1968 that identified 3 million disabled adults in private households with unexpected levels of poverty due to the additional costs of disability (Burchardt, et al, 1999).
Why significant: This would influence successive governments in how to address poverty by creating and targeting benefits specifically to disabled people.
